Innovative SEAP Financing Schemes in the Franche-Comté Region

Target audience

Municipalities from the Franche-Comté region: 94 groups of municipalities (8 Covenant of Mayors signatories), regional authority of Franche-Comté, political leaders, technicians.

Overview

This event was built around the project ‘Energy Building Regional Plan’ (EBRP) initiated by the regional council of Franche-Comté region. EBRP’s objective is to carry out energy refurbishment of 120,000 public buildings in the region and finance the investments through innovative financing schemes. 

The workshop aimed to demonstrate relevant innovative financing schemes implemented in French / European cities and regions and transfer their knowledge to the Franche-Comté region. The EIB-ELENA technical assistance was explored as a possible means of financing the preparation of this bundled investment. Examples from the city of Paris were also presented.

Specific objectives:
• Demonstrate innovative financing schemes in the field of sustainable energy and climate (in particular deep energy building stock refurbishment) in French / European cities and regions
• Provide an interactive peer review and training
• Prepare the Franche-Comté region and local authorities on its territory for the replication of successful innovative financing schemes and eventual use of the ELENA-EIB technical assistance
• Reinforce the regional cooperation which should facilitate implementation of the Energy Building Regional Plan (EBRP) project and eventual access to the EU funds.
